The
conclusions of the Coroner's Report and the subsequent Walker Enquiry
into the 1997 Thredbo Disaster demanded the excision of the Kosciuszko
Road and the Alpine Way from the Kosciuszko National Park, effectively
subdividing the Park according to maintenance responsibilities.
In order to achieve this, the Roads & Traffic Authority of NSW
needed to establish the boundaries of the 120 kilometre length of
the two roads in a timeframe which, in itself, rejected conventional
surveying techniques. Being in a National Park, strict environmental
considerations were inherent for the successful completion of the
project. It was decided that the only solution to meeting the government's
deadline and addressing environmental sensitivities was to use an
innovative combination of global positioning, photogrammetry and
ground surveying.
This
project demonstrates that coordinates can be used as the primary
evidence of the location of a boundary corner provided that a rigorous
survey control network has been established. It is highly conceivable
that the adaptation of the concepts developed in this project will
significantly alter the direction of cadastral boundary definition
in this State.

Pat McNamara
has also been invited to deliver a brief report on a subject that
is sure to be of great interest to all surveyors - the payment by
the government to surveyors for making digital copies of their DPs.
Pat has chaired
the Copyright Subcommittee of the Australian Consulting Surveyors
Association for the past 6 years. ACSA has partnered with Copyright
Agency Limited (CAL), the copyright collecting society responsible
for administering government copying. For 6 years copyright issues
were negotiated with state, territory and local governments around
Australia on behalf of surveyors. Negotiations stalled and CAL,
on behalf of its Surveyor members, filed an application with the
Copyright Tribunal to "determine a method for working out equitable
remuneration for the making of digital copies of surveyors' plans
by the NSW State Government". If the outcome is successful,
surveyors will receive royalty payments for their DPs, & Pat
will deserve to become a hero amongst surveyors for his efforts
in driving this initiative forward over the past 6 years.
